| we dont have liability issues like DC so schools, biz, and govt offices are always open. despite the poor infrastructure, ukrainians do get around fine (miraculously) in snow |

really? how exciting. we had flurries here yesterday, but it never sticks. unfortunately even flurries through VA folks off.
